To amend Sections 34-2-30, 34-2-32, 34-2-33, 34-2-34, 34-2-35, 34-2-36, 34-2-37, 34-2-38, 34-2-40, 34-2-41, and 34-2-42, Code of Alabama 1975, relating to when an architect is required, to provide for the definition of "responsible control" over the practice, change the obsolete title of superintendent to on-site observer, provide further for grounds and notification of disciplinary actions, remove restrictive firm ownership and naming requirements, provide for civil penalties for violations, and change the obsolete title of secretary to executive director.

To amend Section 13A-7-29, Code of Alabama 1975, relating to the crime of criminal littering; to further provide for what constitutes a rebuttable presumption of littering; to further provide for the distribution of fines; and to provide for the enforcement of criminal littering by the county license inspector and county solid waste officer.
COMMITTEE ON GOVERNMENT APPROPRIATIONS
To increase the income tax deductions allowed for health insurance premiums paid by qualifying small businesses and their employees.
COMMITTEE ON EDUCATION APPROPRIATIONS

To propose an amendment to the Constitution of Alabama of 1901, relating to Baldwin County, to authorize the Legislature to provide by general or local law for the formation of a public corporation for the purpose of managing storm water in the county; and to authorize the levy and collection of storm water service charges on certain property containing impervious surface areas in the county.

COMMITTEE ON EDUCATION APPROPRIATIONS
To amend Section 8-29-3, Code of Alabama 1975, relating to the timely payments to contractors and subcontractors, to limit the percentage of retainage on payments by an owner to a contractor and payments by a contractor or subcontractor until the work has been performed.
COMMITTEE ON JUDICIARY
To amend Sections 25-12-8, 25-12-10, 25-12-11, 25-12-14, 25-12-17, and 25-12-18 of the Code of Alabama 1975, relating to the Boiler and Pressure Vessel Safety Act; to provide further for the duties and powers of the chief inspector; to give special inspectors, their employers, agents, or service contractors certain immunity from liability; to provide for fees to be set by the board for the examination and certificate of competency; to provide for access where a boiler or pressure vessel is being operated; to specify the penalties; to provide further for disposition of the fee; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Amendment 621 of the Constitution of Alabama of 1901, now appearing as Section 111.05 of the Official Recompilation of the Constitution of Alabama of 1901, as amended.
COMMITTEE ON BUSINESS AND LABOR
By Senator Barron (Constitutional Amendment): SB16
To propose an amendment to the Constitution of Alabama of 1901, for Jackson County to allow the Department of Transportation to impose a fine on any road builder or bridge builder for any unnecessary or unreasonable bridge closure.
COMMITTEE ON LOCAL LEGISLATION NO. 1
To amend Section 13A-7-29, Code of Alabama 1975, relating to the crime of criminal littering; to further provide for what constitutes a rebuttable presumption of littering; to further provide for the distribution of fines; and to provide for the enforcement of criminal littering by the county license inspector and county solid waste officer.
COMMITTEE ON FISCAL RESPONSIBILITY AND ACCOUNTABILITY
Relating to the development of an integrated and comprehensive state policy on energy for Alabama; to create the Permanent Joint Legislative Committee on Energy Policy for the purpose of developing an ongoing state energy study and energy plan; to provide for the membership of the committee and the initial committee membership as organized pursuant to Act 2007-150, HJR152, 2007 Regular Session; to provide specific duties of the committee relating to the formulation of the ongoing state energy plan; the creation of the Legislative Energy Policy Office to supervise and administer the duties of the committee pursuant to this bill; to provide for the formation, duties, and reporting of study subcommittees; to provide for legislative assistance for the committee and reimbursement of committee and subcommittee meeting expenses of legislative members; to provide for specific goals and objectives of the committee, and for the reporting of recommendations of the committee.
COMMITTEE ON GOVERNMENTAL AFFAIRS
To make appropriations for the support, maintenance and development of public education in Alabama, for debt service, and for capital outlay for the fiscal year ending September 30, 2009.
COMMITTEE ON FINANCE AND TAXATION EDUCATION
Relating to the Alabama Onsite Wastewater Board; to amend Sections 34-21A-2, 34-21A-3, 34- 21A-7, 34-21A-12, 34-21A-13, 34-21A-16, 34-21A-21, 34-21A-22, and 34-21A-25, Code of Alabama 1975, to provide further for certain defined terms and for board membership, funding and financial administration of the board, duties of the board, the type of licenses issued, the application for licensure process, bonding of licensees, revocations or suspension of licenses, records of pumper and portable restroom/toilet licenses, additional disciplinary and administrative powers of the board, and increased penalties for violators; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Amendment 621 of the Constitution of Alabama of 1901, now appearing as Section 111.05 of the Official Recompilation of the Constitution of Alabama of 1901, as amended.
